CCi announced today that David Merritt, a leading global testifying quantum expert, has joined CCi as the Head of Middle East and Asia.

David is a Chartered Quantity Surveyor and Chartered Civil Engineering Surveyor with over 37 years of experience in the construction and engineering industry.

David’s formative years were spent working as a site-based quantity surveyor on construction and engineering projects in the United Kingdom and later, East Africa. Over the last 25 years he has specialised in providing commercial consultancy services to the construction industry including pre-contract and post-contract quantity surveying services, claims preparation and evaluation, and dispute resolution services for government entities, private and public employers, contractors, subcontractors and other construction professionals.

David’s major sector experience includes buildings, infrastructure, marine, energy & power, and industrial spanning Europe, Africa, Far East and the Middle East where he has worked on many high-profile projects with values in excess of US$5 billion.

He has been appointed as a quantum expert witness on many construction disputes, acting for both claimant and respondent. He has given evidence in domestic and international arbitrations, as well as in adjudication, mediation and conciliation.

David’s main area of technical expertise is in evaluating contractual claims, covering such subject matters as prolongation, disruption, acceleration, cost escalation, depreciation, head office overheads, and loss of profit claims. He has been crossed examined on measurement issues, valuation of work carried out, variations, prolongation, and disruption.

David is masters qualified from Kings College, London and is a Fellow of the Royal Institution of Chartered Surveyors, a Fellow of the Chartered Institute of Arbitrators, a Fellow of the Institute of Civil Engineering Surveyors, a Member of the Chartered Institute of Building, and a Barrister. He is also a CEDR accredited mediator.

David is listed in the Who’s Who Legal Directory of Expert Witnesses which say he is “very highly regarded in the Middle East by global law firms” and “considered a thought leader and one of the most renowned experts in the Middle East”.
