Sezgin Ozbilgin

Director and Head of Delay Expert Services, Asia

Sezgin is a testifying Delay Expert with 17 years’ experience in the construction industry. His expertise lies in on-site practice, specialising in implementing various project control techniques to ensure effective change management on large-scale construction projects and preparing and managing multiple schedules for simultaneous projects. He has provided services to project owners, main contractors, and subcontractors concerning mediation, neutral evaluation, arbitration, and litigation matters across both public and private sectors.

Sezgin has dealt with diverse delay-related issues in major capital projects, including oil and gas, power, greenfield urban development, subsea pipelines, mining, wastewater processing, utilities infrastructure, solar farms, and transportation infrastructure, and commercial, residential, and technical building projects. His professional experience extends internationally, including Australia, China, Hong Kong, Macau, Malaysia, Vietnam, Singapore, India, Indonesia, Turkmenistan, Kazakhstan, Turkey, Oman, Qatar, Saudi Arabia, and Romania.

Sezgin is recognised by Who’s Who Legal as a Future Leader in Construction – Delay and Quantum in 2018, 2019, 2020, and 2021; Construction – Quantum, Delay & Technical in 2023; a National Leader in Southeast Asia Construction Expert Witnesses in 2022 and 2024; and a Global Leader in Construction Expert Witnesses in 2022 and 2023.

Andrew Merrilees

Andrew is a Chartered Quantity Surveyor and a practising Expert Witness with over 30 years’ experience on major international projects in Singapore, Hong Kong, Macau, Malaysia, Southeast Asia, the UK, and the Middle East, representing clients, consultants, contractors, joint ventures and legal representatives. Andrew holds dual qualifications in quantity surveying and law and has experience on international building, engineering, power, petrochemical, and oil and gas projects. During his career, he has held positions including Commercial Manager and Project Quantity Surveyor with Chinese, Japanese, Australian, and UK owned Tier 1 contractors.

Andrew specialises in the provision of commercial and contracts management, independent advisory and independent opinions, dispute avoidance and resolution, expert witness services, in particular delay and disruption and quantum matters of loss and expense in arbitration, litigation, mediation, adjudication, and support to dispute boards under the rules of ICC, SIAC, SMC, AIAC, and HKIAC. Andrew has been cross examined on several occasions.

Chee Yong Lim

Chee Yong, a member of the Energy, Projects, Infrastructure & International Arbitration and Oil & Gas Practice Group, holds a first degree in Mechanical Engineering and Business Finance from University College London. Subsequently, he pursued law at postgraduate level and has been called to both the English and Malaysian Bars. He is an Incorporated Member of the Institution of Engineers, Malaysia, and a Member of the Chartered Institute of Arbitrators.

He is actively practicing in various forms of international and domestic dispute resolution. His expertise often involves high-value contentious matters within the energy, utilities, and construction sectors. Chee Yong’s background is particularly evident in technical disputes where he has the ability to understand and dissect complex engineering matters. He has considerable experience within the oil & gas industry through his extended stint as a secondee to a major oil & gas joint venture in the region. This afforded him the unique opportunity to be exposed to commercial, technical, and regulatory aspects of the oil & gas industry, in particular the downstream segment, and has rendered him well versed with dealing with multi-party disputes involving proprietary technology licensors.

Chee Yong is also often instructed to advise both domestic and foreign contractors on project risk management and dispute avoidance, covering the entire life cycle of construction projects. Such experience, coupled with his in-depth understanding and familiarity with on-the-ground construction issues, guides his pragmatic approach in arriving at strategic legal and commercial solutions in resolving disputes.

Laura is a Partner in the Energy, Projects & Construction Practice. In January 2018, Laura was amongst the inaugural batch of select practitioners to be appointed as an Accredited Specialist in Building and Construction Law by the Singapore Academy of Law. She is also appointed as a Commissioner for Oaths by the Singapore Academy of Law.

Her main areas of practice are litigation and arbitration disputes, with a focus on construction and engineering projects, civil and commercial disputes.

Joanna Seetoh

Joanna is a Partner in the Construction and Engineering Practice Group. With over 14 years of experience, Joanna is a specialist in in the construction and infrastructure sector. She is amongst the inaugural batch of legal practitioners recognized by the Singapore Academy of Law as an Accredited Specialist in Building and Construction Law and is also accredited as a Fellow of the Singapore Institute of Arbitrators.

Joanna has extensive experience representing major contractors in large-scale infrastructure, engineering and construction disputes across a wide range of jurisdictions globally and sectors. Prior to joining Harry Elias Partnership, Joanna worked with other leading international firms, where she advised and represented clients in a variety of international disputes, including rail and metro projects, power plant, solar plant, mining, integrated resorts, and commercial and residential building projects across Asia-Pacific.

Joanna also frequently advises and represents clients in adjudication proceedings commenced pursuant to the Building and Construction Industry Security of Payment Act 2004 (“SOPA”) in Singapore. Most recently, she successfully defended a Singapore listed company against a multi-million dollar claim made by a subcontractor pursuant to the latest amended SOPA.
