Mr. Andrew Merrilees is a Chartered Quantity Surveyor and a practising Expert Witness with over 30 years experience on major international projects in Singapore, Hong Kong, Macau, Malaysia, Southeast Asia, the UK, and the Middle East, representing clients, consultants, contractors, joint ventures and legal representatives. Mr. Merrilees holds dual qualifications in quantity surveying and law and has experience on international building, engineering, power, petrochemical, and oil and gas projects. During the course of his career, Mr. Merrilees has held positions including Commercial Manager and Project Quantity Surveyor with Chinese, Japanese, Australian, and UK owned Tier 1 contractors.
Mr. Merrilees’ thought-leadership within the profession includes the experience of public speaking at seminars and conferences, in-house training, APC assessor for the RICS and CIOB, and the publication of articles. He specialises in the provision of commercial and contracts management, independent advisory and independent opinions, dispute avoidance and resolution, expert witness services, in particular delay and disruption and quantum matters of loss and expense in arbitration, litigation, mediation, adjudication, and support to dispute boards under the rules of ICC, SIAC, SMC, AIAC, and HKIAC. Mr. Merrilees has been cross examined on several occasions.
