  • 27 years of experience on major international projects covering the construction, engineering, rail, cabled stayed bridges, power plants, topside platforms and petrochemical industries leading commercial, risk and quantity surveying teams whilst interfacing and liaising with the employer’s representative, design, engineering consultants, construction and supporting legal representatives.
  • A Chartered Quantity Surveyor specialising in the provision of commercial, contracts and risk management, independent advisory and independent opinions.
  • Focus on dispute avoidance and resolution, expert witness, notably delay and disruption and quantum matters of loss and expense in arbitration, litigation, mediation, adjudication and support to dispute boards under the rules of ICC, SIAC, SMC, AIAC and HKIAC
  • Andrew has acted as the appointed expert in quantum matters, with recent appointments on a mixed-use commercial development, railway, pharmaceutical and the petrochemical sectors.

Knowledge and understanding of most forms of contract including JCT, SBCC, ICE, NEC, FIDIC, and Asia specific Singapore and Malaysia standard forms of contract SIA, PSSCOC, REDAS, PAM, PWD, LTA and the Hong Kong government and private standard forms of contract along with numerous bespoke forms in Oil & Gas and Construction.

Experience in the UK, Asia and Middle East regions on projects up to the value of USD3billion. Landmark projects include London Underground, Stonecutters Bridge (second longest stay cabled in the world at time of completion with a span of 1,108 metres, total length 1,596 metres), Guoco Tower (tallest building in Singapore at 284 metres), PNB118 Kuala Lumpur (tallest skyscraper under construction in Asia at 645 metres, second tallest building in the world), and the RAPID petrochemical and LNG megaproject in Malaysia (spans an area of 80km).

Experience of public speaking at seminars and conferences, in-house training, APC assessor for the RICS and CIOB and the publication of articles.
